Profile

Professor Dr Phebe Mann is a multidisciplinary expert in Construction Law, Management, and Engineering. She is professionally qualified as a Quantity Surveyor, Civil Engineer, and Construction Manager. Phebe is a聽Specialist Judicial聽/ Expert Member at the Upper Tribunal (Transport聽Jurisdiction) and General Regulatory Chamber (Transport, Information Rights, and Estates Agent Jurisdictions).

Phebe worked for Westminster City Council, Cambridgeshire County Council and WS Atkins, qualifying as a chartered civil engineer (CEng MICE). She is a Fellow of the Royal Institution of Surveyors (FRICS), Chartered Institute of Arbitrators (FCIArb), Royal Society of Arts (FRSA), and Higher Education Academy (FHEA). She was elected Chair of the Institution of Civil Engineers London 2022.

Phebe is widely educated and possesses considerable experience in the field. Her academic qualifications include completing Computer Science and Interdisciplinary Design for the Built Environment at Cambridge, LLB at Buckingham University, LLM in Construction Law, Arbitration and Adjudication at Robert Gordon University Aberdeen, the Bar at City University London, Legal Practice at De Montfort University, MSc in Construction Management at 新澳门彩历史开奖记录, MSc in Bridge Engineering and Management at Surrey University, and PhD in Online Collaborative Design (Educational Technology) at Open University.

Phebe was called to the Bar at Lincoln’s Inn 2020 and became the first female engineer of ethnic origin appointed as a Specialist Judge / Expert Member at the Upper Tribunal (Transport Jurisdiction) and General Regulatory Chamber (Transport, Information Rights and Estates Agent Jurisdictions) in 2022 and the Agricultural Land Tribunal (Wales) in 2018. Phebe has also been elected to the General Regulatory Chamber's judicial diversity and inclusion panel.

In recognition of her contribution to construction law, engineering, management and education, Professor Dr Mann is an Honorary Fellow of Bradford College. For her work and education, Phebe has been bestowed many awards, including the Telegraph/WES Top 50 Women in Engineering Award, the WISE/UKRC Woman of Outstanding Achievement, Tomorrow’s Leader Award, the Chartered Institute of Building International Innovation and Research Award, the Open University Practice-based Professional Learning (PBPL) Teaching & Learning Excellence Award, Phi Delta Kappa Outstanding Doctoral Dissertation Award as well as other academic awards.
